Electronic Recycling Legislation for Oregon

The Oregon Electronics Recycling Law, also known as Oregon E-Cycles (Statue 459A.300-.365), requires manufacturers of covered electronic devices (CEDs) to participate in a recycling program.  Manufacturers may choose to participate in the State Contractor Program or may implement their program to collect and recycle CEDs sold to consumers in the state. Manufacturers are participating in the State Contractor Program fund the program by paying registration fees based on the return share of CEDs from consumers in the state.  Manufacturers are required to register annually with the Oregon Department of Environmental Quality.

  • Computer monitors
  • Televisions

Who is covered by the Oregon E-Cycles Program

  • Households
  • Small businesses (less than 10 employees)
  • Non-profits
  • Any person giving seven or fewer covered electronic devices to a collector at any one time

Changes for 2026

The Law E-Cycle Oregon 2026:

Beginning January 1, 2026, Oregon’s updated electronics recycling law (HB 3220) will expand the scope of covered electronic devices and require all manufacturers of these products to register annually with the Oregon Department of Environmental Quality (DEQ) and participate in an approved electronics producer responsibility organization (EPRO). Manufacturers will be responsible for funding the collection, transportation, and environmentally sound recycling of their products and must ensure compliance to continue selling in the state.

Key Changes to HB 3220:

    • Expanded Scope: More devices are now covered, including peripherals, routers, game consoles, and more.
  • EPRO Participation Required: There will no longer be a State run plan and all manufacturers must now join a DEQ-approved electronics producer responsibility organization (EPRO).
  • Equity & Access Standards: Programs must ensure 95% of residents are within 15 miles of a collection site.
  • Exemption Threshold: Manufacturers selling fewer than 50 devices in Oregon annually may be exempt from registration.

Important Dates

  • Manufacturers should register with DEQ and join an EPRO by mid-2025.
  • Compliance is mandatory by January 1, 2026.
